In what was at one time declared a "Sanctuary City", Los Angeles law enforcement officials struggle to explain how they are dealing with the conflict between the Federal and State justice systems. The escalating illegal immigration and criminal alien problem s came to forefront after the September 11, 2001 terrorist attack at the World Trade Center in New York.
